Runes in Pre-Searing?

I see permanent-pre characters in Pre-searing Ascalon selling/buying runes (like Marksmanship, Swordsmanship, etc.). How is this possible, since I never see salvage armour with runes dropped, plus Superior Salvage Kits don't exist in Pre-searing?|||Runed armor can drop from the Charr in the North Lands. They also drop Charr Salvage Kits which can be used to salvage off said runes.|||OHHH, ok that makes sense =D.....on another note, is the highest armour rating in Pre-Searing the armour that you get from collectors? (27AR for Warriors, 12AR for Rangers, etc.)|||Yes, it's the only armor upgrade in Pre. There are also 10 slot bags that drop from the Charr bosses, fittingly called Charr Bag.|||ahhh, I see. thanks
